Under the WTO agreements, countries cannot normally discriminate between their trading partners. Granting one country a special favour needs to do the same for all other WTO members. But some exceptions are allowed. When GATS came into force, members were allowed a once-only opportunity to take an exemption from the\u00a0MFN principle\u00a0of non-discrimination between a member\u2019s trading partners. The measure for which the exemption was taken is described in a member\u2019s MFN exemption list, indicating to which member the more favourable treatment applies, and specifying its duration.<\/p>\n
